Many of the charges facing Riley, who was a partner in Riley, Garrison & Associates of Murrieta, stem from his obtaining “Difference in Condition” insurance - commonly known as earthquake insurance - for the resort and casino in the aftermath of Hurricane Katrina.

That position opened up when Robinson left the position to take over Pechanga’s Tribal Government Center. Under questioning by Supervising Deputy District Attorney Jeanne Roy, Konchar told jurors he had been the CFO of the development corporation for several years when, in May 2006, he also became the interim financial officer for the Pechanga Resort & Casino. Robinson, who is charged with one count of grand theft and three counts of commercial bribery, faces seven years in prison if convicted on all charges, officials said. He faces up to 20 years and four months in prison if convicted on all counts, authorities have said. Riley is charged with multiple counts of grand theft, commercial bribery and money laundering.

Both Riley and Robinson are charged with defrauding the tribe of more than $4 million over several years.
